Set oven to 375°F. Peel off loose garlic skins and trim about 1/2 inch from the bulb tops.

Grab a baking sheet with edges and add a wire rack. Rip a piece of foil about 12 inches by 8 inches.

Put garlic bulbs cut side up on the foil, pour on some oil, sprinkle salt and pepper, then wrap the foil tightly around them.

Pour 1 cup of oil into an oven-friendly saucepan. Place garlic bulbs cut side down inside and cover the pan.

Bake for 45 minutes until the garlic is soft and golden. Let it cool for 5 minutes before squeezing out the cloves.

Simmer the garlic in the oil for about 20 minutes, flip the bulbs over, and cook another 20-25 minutes until tender. Cool it down for 5-10 minutes before squeezing out the cloves.
