Slice the flank steak nice and thin.

Toss the sliced steak in cornstarch using a zip-top bag.

Whisk together garlic, oil, soy sauce, water, and sugar until blended.

Dump the sauce into the slow cooker.

Put the grated carrots and steak into the cooker.

Mix so the meat is completely covered with the sauce.

Set it to cook on high for 2–3 hours or low for 4–5 hours.
