Boil the macaroni following the pack's directions. Drain, rinse with cold tap water, then toss it into a big mixing bowl.

Whisk together mayo, milk, sugar, vinegar, salt, and pepper in a bowl. Add the carrot and onion shreds, and gently mix.

Pour the sauce over the cooled pasta and stir until smooth and creamy. Chill for at least an hour in the fridge so the flavors soak in. Right before eating, give it another stir.
